Dr. Taylor has represented Central Harlem on local Community Board 10 since 2008, previously serving in leadership as its first vice chair and Chair of its Economic Development, Education, and Public Safety Committees. Currently as its Vice Chair of its Landmarks Committee, he worked on the board's Harlem Preservation Plan and has fought to preserve Harlem's cultural and architectural legacies through successful historic preservation landmarking efforts at the city, state and federal levels. As chair of its Education Committee, he fought to preserve Harlem public education institutions by authoring a resolution against co-location and has supported innovative public charter schools with proven results as a founding board member of a New York City STEM charter school. As Economic Development Committee Chair, he focused on supported small businesses by improving community board license application processes; hosted a Harlem Technology Forum; and served on the Upper Manhattan Empowerment Zone Board of Directors, serving as Chair of its Nominating Committee. As Chair of the community board's Public Safety Committee, his committee created a Re-Entry Guide to assist Harlem residents returning from incarceration with supportive local housing, employment, and medical/mental health resources; it also created a Youth Resource Guide to assist Central Harlem youth with re-entry, mentoring, employment, addiction services, and high school equivalency support.

Richard is the author of three books, UFO Investigation, The Methodology for a New Age, UFO Investigation, Police - FD - Rescue, and UFO Investigation - The Age of Discovery. In 2009 author Richard managed the BAASS /MUFON SIP Project which was facilitated at Bigelow Aerospace and was operated and funded by the Defense Intelligence Agency through the Advanced Aerospace Weapon Systems Applications Program (AAWSAP) at the Pentagon. At the time it was the most advanced funded rapid response UFO Investigative Team in the world. He is an FAA Licensed Commercial Pilot with a Multi-Engine Rating and a Bachelor Science Degree in Aeronautics from Embry Riddle Aeronautical University in Daytona Beach, Florida. Mr. Lang enjoyed a successful career with more than 20 years in the corporate world as a Senior Vice President working in Brokerage and the Trust Investment Division of Commercial Banks. In the post 911 period he left his banking career to serve as a Special Deputy for the U.S. Marshals Service working as a LEO (Law Enforcement Officer) in the airport. He worked for the Transportation Security Administration (TSA) as a liaison responsible for implementing Federal procedures and dealing with regulatory initiatives associated with aviation security. This also included responsibility for airlines and airport authorities as well as all law enforcement agencies in Virginia that respond to airports during aviation emergencies. He was a member of the Anti-Terrorist Advisory Council Board (organized by the U.S. Attorney's Office) and frequently served as key speaker on terrorism at quarterly regional meeting.
