Attorney and author Jim Lough is the author of "UFO Briefing Book: A Guide to Congressional Oversight of the UAP Phenomenon" and ""Threat to the Body Politic: Foo Fighters to UAP." From 1980 to 2018, Mr. Lough (pronounced Low) specialized in local government law. He has served as the City Attorney for Hermosa Beach, Fresno (in-house 1991-1995), Sanger, Lemon Grove, Imperial Beach, and Solana Beach. Mr. Lough has also served as the County Counsel to the County Humboldt (in-house 1989-1991). As County Counsel, he supervised the County's civil legal staff and represented the Board of Supervisors, County Departments, Special Districts and the Grand Jury.
