First introduced in 2023 by a coalition led by Senators Chuck Schumer and Mike Rounds, and supported by key members of the intelligence and armed services committees, the bill received unanimous Senate backing but was later stripped of core provisions in the House. It is now being reintroduced with renewed urgency in 2025.

The Unidentified Anomalous Phenomena (UAP) Disclosure Act is historic bipartisan legislation aimed at restoring proper oversight of UAP programs, ensuring lawful disclosure, and granting the public and scientific community access to long-hidden government records.
The Act mandates the creation of a permanent UAP records collection at the National Archives, overseen by an independent nine-member review board nominated by the President and confirmed by the Senate. This board would have full statutory authority to access all government-held UAP records and recovered materials, develop a national disclosure policy, and ensure transparency through a controlled, accountable process. All UAP records would carry a presumption of disclosure and be automatically declassified no later than 25 years after their creation, barring national security exceptions.
One of the most powerful and controversial provisions is the explicit authorization of eminent domain over any recovered nonhuman technologies or biological evidence held by private corporations or individuals. This ensures the government—and by extension, the public—has access to materials of unknown origin that are crucial for scientific validation and safe technological integration. The Act includes safeguards to prevent abuse and protect legitimate corporate intellectual property, while guaranteeing fair compensation in cases of seizure.
This legislation responds directly to credible whistleblower testimony, official military encounters, FOIA-obtained documentation, and statements by U.S. Presidents—all pointing to the existence of UAP-related evidence that has not been disclosed. Without the UAPDA, the U.S. risks continued unaccountable secrecy, erosion of public trust, and potential loss of technological advantage to adversaries who may possess similar materials.
